The China-Pakistan Free Trade Agreement (CPFTA Phase-II) represents the most commercially significant bilateral trade framework for Pakistani businesses. Under Phase-II, Pakistan granted tariff concessions on 75% of tariff lines to China, while China eliminated tariffs on 313 high-priority tariff lines for Pakistan. For Pakistani industrial and commercial importers sourcing from China, claiming CPFTA concessions can reduce statutory customs duty (CD) from 20% down to 0% or 3%.

However, claiming these benefits requires adherence to strict documentary and electronic protocols enacted jointly by the Federal Board of Revenue (FBR) and the General Administration of Customs of China (GACC).

What is the CPFTA Form-7 Certificate of Origin?

The Form-7 Certificate of Origin is the statutory document issued by authorized Chinese government bodies, specifically the China Council for the Promotion of International Trade (CCPIT) or local Customs Authorities of China (GACC). It certifies that the manufactured goods fulfill the Rules of Origin criteria agreed upon in the CPFTA treaty.

Wholly Obtained (WO):

Raw materials, minerals, agricultural commodities extracted or produced entirely within China.

Regional Value Content (RVC 40%):

Manufactured goods where at least 40% of the total value is added within China, accompanied by a qualifying change in tariff heading.

The Crucial Requirement: Electronic Data Exchange (EDE)

Historically, importers presented physical paper certificates stamped by Chinese authorities. However, to curb fraudulent origin certificates and tariff evasion, Pakistan Customs issued Customs General Order (CGO) No. 02/2018, making real-time Electronic Data Exchange (EDE) mandatory.

Under the EDE system:

  1. The Chinese exporter applies for Form-7 with China Customs (GACC).
  2. GACC approves the certificate and automatically transmits its digital record across a dedicated electronic gateway to the FBR WeBOC server in Islamabad.
  3. When New Line Freight Systems prepares your Goods Declaration (GD) in WeBOC, we input the unique Form-7 certificate number.
  4. WeBOC performs an instantaneous system handshake. If the certificate number, invoice number, supplier name, and HS codes match the live Chinese transmission, the duty concession is applied automatically.

Common Reasons CPFTA Duty Concession Claims Are Rejected in Karachi

1. EDE Data Not Reflected in WeBOC (Data Transmission Delay)

Scenario: The Chinese supplier sent a PDF scan of Form-7, but GACC has not completed the electronic transmission to FBR.
Consequence: WeBOC displays "Certificate Not Found in EDE Repository," forcing the appraising officer to assess cargo under normal statutory duty rates unless a provisional bank guarantee is lodged.
Solution: We confirm live EDE status in WeBOC before the vessel arrives, giving the Chinese supplier time to rectify export transmission holds.

2. Discrepancy Between 8-Digit PCT Code and Chinese 10-Digit HS Code

Scenario: While the first 6 digits of HS codes are harmonized globally, the 7th and 8th digits under Pakistan Customs Tariff (PCT) often vary from China's tariff nomenclature.
Solution: We provide your Chinese supplier with the precise Pakistan 8-digit PCT code before Form-7 application is lodged with CCPIT.

3. Third-Party Invoicing Complications (Offshore Trading Companies)

Scenario: The invoice is issued by a trading company in Hong Kong, Singapore, or Dubai, while physical goods are manufactured and shipped from Mainland China.
Requirement: Box 13 of Form-7 ("Third Party Invoicing") must be explicitly checked, and the offshore company's legal name and country must be declared in Box 7.

Protecting Your Business from Post-Clearance Audit (PCA) Notices

Pakistan Customs Post Clearance Audit (PCA) operates up to 3 to 5 years after cargo has been cleared through the Green or Yellow channels. If a PCA audit detects that an EDE certificate was altered or invalidated by GACC retroactively, the importer faces demand notices with heavy surcharge penalties under Section 32.

New Line Freight Systems maintains an archived digital repository of all EDE handshake timestamps, verified CCPIT QR-code verifications, and signed manufacturer origin declarations for every shipment we handle.
